Pomoć - ne učitava slova sa kvakicom

Radim temu, sredio sam sve, samo ne mogu nikako da riješim problem sa slovima sa kvakicom…
Prije sam to lako rjesavao, sada sam pokusao ali opet isto, na dva sajta isto sve na jednom ocitava na drugom ne… Ovo je header:

Iz headera se nemoze nista vidjeti… ako mozes posalji linkove sajta ovdje

Jel ti font podrzava UTF-8?
Koji editor koristic? Npr. PHPstorm po defoltu nema namjestet UTF-8 pa zato ne prikazuje kvacice.

Od editora najbolje koristi sublime text… cak nije los ni editor preko neta codeanywhere

Ukoliko pišeš kodove u notepad++, fajlove si sejvaj u utf-8.
Encoding–>encode in UTF-8 ili prvo “convert to UTF-8”. Ukoliko vučeš tekst iz baze i tamo ti mora biti utf…
